Associate Justice Peter H. Moulton
Justice Peter H. Moulton joined the Appellate Division, First Department in June 2017. Justice Moulton has held several leadership positions in the court system. From March 2015 to June 2017 he served as the Administrative Judge for Civil Matters of the First Judicial Department and as Coordinating Judge for the New York City Asbestos Litigation. Justice Moulton was Supervising Judge of the Civil Court in New York County from November 2010 to January 2014. He began his judicial service in Civil Court in 2004.
Before taking the bench Justice Moulton served for eight years as principal law clerk to Justice Leland DeGrasse in Supreme Court, New York County. He worked as a litigator for the Affirmative Litigation Division of New York City's Corporation Counsel from 1988 to 1995. In that capacity he represented the City as a plaintiff in a variety of civil rights, commercial, and intergovernmental lawsuits. In his first job as a lawyer he served as Law Clerk to U.S. District Judge Charles E. Stewart, Jr., in the Southern District of New York, in 1986-8.
Justice Moulton has trained new judges and court personnel on an array of topics, including Judicial Discipline, Mediation, Foreclosure, No Fault Insurance, Motion Practice in Civil Court, and Small Claims Court. In 2013, while Supervising Judge of Civil Court, Justice Moulton in partnership with the Judicial Institute helped organize and present a three part program for judges, court personnel and practitioners entitled “Transgender Litigants in the Court System: Providing Equal Access and Impartial Justice.”
Justice Moulton received his B.A. from Stanford University in International Relations with distinction and departmental honors, and his J.D. from Columbia University School of Law, where he was a managing editor of the Columbia Human Rights Law Review.
