This is a pivotal era in the evolution of drug courts, and New York State leads the nation in the expansion and implementation of drug courts into daily court operations. What distinguishes drug courts is their uniquely collaborative approach to treatment: upon voluntary entry into court-supervised programs, appropriate non-violent addicted offenders become part of a dramatic intervention process. This process involves coordination between defense attorneys, prosecutors, treatment and education providers and law enforcement officials. Rules of participation are defined clearly in a contract agreed upon by the defendant, the defendant’s attorney, the district attorney and the court.
 Results from these treatment programs have been overwhelmingly positive. A 2003 study of six drug courts conducted by the Center for Court Innovation demonstrates that the rates at which drug court graduates re-offend are significantly reduced. Based on the accomplishments of drug court treatment, these courts are being opened throughout the country.
Here in New York, statewide expansion of these courts is well underway. As of January 6, 2009, there are 175 drug courts in operation and another 23 drug courts in the planning stage. A tremendous amount of support from local communities, the Unified Court System and the federal government has enabled this outstanding expansion effort.
