This will acknowledge, on behalf of the Advisory Committee on Judicial Ethics, receipt of your inquiry (91-117), dated September 17, 1991.
The statute and rules establishing the Advisory Committee on Judicial Ethics authorize the Committee to render confidential ethical advisory opinions only to judges or justices who solicit its advice. The Committee is not authorized to render ethical opinions or advice to any officials, attorneys or other citizens who are not judges or justices. The Committee has no investigatory or disciplinary powers or functions of any kind.
The State Constitution vests in the State Commlssion on Judicial Conduct, an entirely separate entity from the Advisory Committee on Judicial Ethics, authority to receive and investigate complaints alleging possible misconduct by judges or justices.
