Motion by the petitioners for leave to appeal to the Court of Appeals from a decision and judgment of this court dated November 7, 2007, which determined a proceeding pursuant to EDPL 207 to review a determination of the New York State Urban Development Corporation, d/b/a Empire State Development Corporation, dated December 8, 2006.
