REMINDER
Judges, Justices and Employees and Officers of the Unified Court System required to file a financial disclosure statement for the reporting year 2025 under 22 NYCRR Part 40 will receive an annual notice from the Ethics Commission on April 16, 2026.
Filers must file their statements on or before May 15, 2026. Please note that filing must be completed electronically. Filing paper statements by mail is no longer permitted (judicial candidates under 22 NYCRR Part 100 are authorized to continue to file by paper).
Please allow time to complete your financial disclosure statement, since the information provided will need to be inputted manually. For further information about how to answer Question 16, see Electronic Filing Instructions.
Ethics Commission staff will also be available for any questions filers may have as they complete their financial disclosure statements. Filers can also find helpful information on the Commission’s FAQ page.
Overview
Since 1990, the Ethics Commission for the New York State Unified Court System has been responsible for administering the distribution, collection, review and maintenance of annual financial disclosure statements. The powers and duties of the Commission are set forth in 22 NYCRR Part 40 (Chief Judge's Rule) and the procedures promulgated by the Commission are set forth in 22 NYCRR Part 7400.

22 NYCRR Part 40 Filers
(Judges, Justices and Employees and Officers of the Unified Court System)
You must file a financial disclosure statement for reporting year 2025 (in calendar year 2026) if:
- you are a state-paid judge or justice; or
- you hold a position for which you receive an annual salary of $115,252 or more, and you have not been otherwise exempted from filing; or
- you hold a position determined to be a policy making position for purposes of financial disclosure. 2025 Designated Policy Makers
For the purpose of financial disclosure, your annual salary rate is determined:
- as of April 1, 2026, if you were employed by the Unified Court System on that date; or
- as of the date you commenced employment, if you were not employed by the Unified Court System on April 1, 2026.
22 NYCRR Part 100 Filers
(Judicial Candidates)
Judicial Candidates for elective positions in 2026 must file a Financial Disclosure Statement for the calendar year 2026 within 20 days of becoming a candidate.
Judicial candidates are directed to 22 NYCRR Part 100 for further information.
Part 100 filers may only file a Financial Disclosure Statement by printing the Financial Disclosure Statement for Judicial Candidates and mailing it to the Ethics Commission.
