On February 28, 2020, the Ninth Judicial District celebrated Black History Month with the theme of “African Americans and the Vote.” The event occurred at the Westchester County Courthouse in White Plains, New York. Franklin H. Williams Judicial Commission Member Hon. Kathie W. Davidson, Administrative Judge of the Ninth Judicial District, took part in the celebration which honored Dean Horace Anderson, Jr., the first African-American dean of Pace University Elizabeth Haub School of Law. Other participants included Mayor of Mount Vernon Hon. Shawyn Patterson-Howard and Criminal Consultant Leroy Frazer, Jr., Esq. Co-sponsors of the event included Westchester Black Bar and Women’s Bar Associations and the Tribune Society. Musical tributes were performed by students from Mount Vernon Performing & Visual Arts Magnet School and Nellie A. Thornton High School.
