Meet the JCEC Staff


Executive Director

Sandra H. Irby, Esq.

Sandra H. Irby, Esq. is Special Counsel for Ethics for the Unified Court System. In that capacity, she is responsible for developing and conducting ethics training programs and for overseeing all aspects of the operations of the Judicial Campaign Ethics Center. She also serves as staff counsel to the Advisory Committee on Judicial Ethics and oversees the Non-Judicial Ethics Helpline.

Prior to joining the Office of Court Administration, Ms. Irby was a commercial litigator at Rivkin Radler LLP. Ms. Irby began her legal career as a Court Attorney at the New York State Court of Appeals and later became Senior Principal Law Clerk to Associate Judges Theodore T. Jones and Jenny Rivera of the New York State Court of Appeals.

Ms. Irby obtained a Bachelor of Arts in French with a citation in International Studies from the University of Maryland, College Park, and a Juris Doctor summa cum laude from Touro Law Center, where she was a member of the Law Review and a teaching assistant for the Legal Education Access Program. She is admitted to the New York and New Jersey bars and the Eastern, Southern and Western United State District Courts of New York.

Ms. Irby is a member of the New York State Bar Association, its Committee on Professional Ethics and chairs its Committee on Diversity and Inclusion.  She is also a member of the ADR Inclusion Network.

At the Judicial Campaign Ethics Center, Ms. Lessey plays a key role in facilitating and monitoring judicial candidates' compliance with the mandatory ethics training requirement, tracking ethics inquiries from judicial candidates, and preparing the annual judicial candidate voter guide. She has over 20 years of experience in the private sector as a senior executive assistant for a large financial institution.

Ms. Lessey enjoys volunteering with the American Heart Association, the Arthritis Foundation, NY Cares, and Read Ahead.
