The address focused on the progress of Court System's Excellence Initiative.

In the thirty two years since Chief Judge Sol Wachtler, in April 1985, delivered the first State of the Judiciary in the Assembly Chamber before a joint session of the State Legislature, not much has changed in the address itself, as its goal is to account for the stewardship of the Third Branch of State Government.

While there is no requirement for an annual address, since Chief Judge Wachtler delivered his State of the Judiciary in 1985, succeeding Chief Judges Kaye and Lippmann have delivered annual addresses without fail.

This year, Chief Judge DiFiore chose to deliver her address in the Bronx Hall of Justice, ground zero for her Excellence Initiative: to aggressively address the backlogs and delays, along with analyzing the case management processes in place throughout the State.
